ICS2 EU Customs Data Requirements
Intro & timeline
The European Union is implementing a new customs pre-loading security and safety program to reinforce customs risk management in an integrated EU approach.
ICS2 aims to provide an extra security layer to the existing civil aviation security requirements. Pre-loading advance cargo information will be used by the EU customs authorities to perform security risk assessments to detect immediate threats to aviation security. ICS2 will collect data about all shipments from third countries (outside EU) flying to or via the EU. Economic Operators will have to declare safety and security data through the Entry Summary Declaration.
ICS2 Release 2, relevant for air cargo, will enter into force on 01 MAR 2023.
Lufthansa Cargo will be asking for the additional data from beginning of JAN2023 as a ramp-up. Details see following chapters.
ICS MG Requirements
HCC Code (Harmonized Commodity Code) 6 digits
HCC Code(s) with 6 digits must be provided on HAWB level. For direct shipments, HCC must be provided on AWB level.
Consignee Trader Identification number
Whenever assigned, the trader identification number shall be provided. This could be an EU EORI number, Argentinian CUIT, etc. To be provided on MAWB and HAWB level.
In case a freight forwarder should want to do self-filing, additional requirements apply. In this case please contact ICS2@dlh.de for alignment.

Harmonized Commodity Code for AWB and HAWB
HAWB (for Consolidation shipments)
In FHL the Harmonized Commodity Code must be declared in the HTS line (harmonized tariff schedule information) – explicitly defined to be used for transmitting Harmonized commodity codes. Per HTS block up to 9 HCC codes can be input.
